这题关键是理解saffron threads 与soke pound的关系，是被动

某现象led to法案通过，法案允许..
D选项中it指代句子主语the proliferation，是不对的；应该是Act allow...
我觉得这种有同位语和非限定性定语的句子主要抓主谓，结构就很好懂了~
