请教one that（OG－9）

ETS在解释A、B不对时说ONE本身就是代词，足以引导修饰语（定语从句），THAT是多余的，没有它句子会更加流畅。（The pronoun that in A and B should be deleted, since the pronoun one is sufficient to introduce the modifier and the sentence is more fluid without that.）
但是，one that的搭配简直是太多了，仅改错就有下面的3个（阅读加逻辑有20多）。
我也看不出下面的one that与OG－9中的有何不同，为何OG－9就不行呢？请各位NN赐教！

"they believe to be" shouldn't be used here to modify one.

我觉得OG9中的结构同例子中的ONE THAT结构有些不同，因为实际上OG9中的结构是可以描述成这样：
a phenomenon that they believe to be one of a type.......
由于句子没有补出类似于a phenomenon 的这样的实意名词，而又要表达one of ，不是只有one，所以将one 提前，它本身就是句子的一部分意思=a phenomenon 。而例子中的ONE THAT中的ONE仅是一个先行指代词，没有实际的意思，所以需要THAT从句来解释或定义。

个人理解。

依稀记得： one that 结构中， that如指代宾语应略去，如是主语则一定保留。指代人好象也用that, 不用who. 张道真语法书有讲，谁有可帮忙查一下。高中学的，有点忘。说错莫怪。

的确，OG－9中的THAT（如果有的话）是作宾语，而在我的三个例子中THAT一律是作主语。同意 Merlion和kathy72关于省略的看法。
但是，ETS所说的“ONE本身就是代词，足以引导修饰语（定语从句）”是什么意思呢？
如果把它理解为THAT从句的先行词，其实任何名词（代词）不是都可以吗？
ETS显然是在说ONE在这里发挥着THAT(which)的功能，是吧？

Choice E is best. ... Choices B and C omit the conjunction that _an omission that is grammatically acceptable, but in the case of this sentence diminishes clarity. 也不知OG的意思是什么，可不可以省去宾语that （定语从局的通常情况下）？这题明确说此处省去不佳。是不是普通定语从局宾语that最好不省去？

一般来说that引导宾语从句的话是不能省的。但是此句中的that省略还真不是不太明白，请各位解释一下
