但是我觉得这个答案有问题。
问题问的是选项哪一个最能证明：如果这个proposal被执行，会产生宣称的效果。
这个proposal就是remove the boxes。
而宣称的效果有两个：减少虚假报警和不妨碍人们报警的能力。
虽然A答案确实可以减少虚假报警，但是A答案和这个proposal没有关系，它不能使proposal产生宣称的效果。
所以我觉得A答案逻辑也有问题。
不过因为其他四个其实更不合适，A孬好对结论有作用，所以。。。。
