但是我觉得这个答案有问题。
问题问的是选项哪一个最能证明:如果这个proposal被执行,会产生宣称的效果。
这个proposal就是remove the boxes。
而宣称的效果有两个:减少虚假报警和不妨碍人们报警的能力。
虽然A答案确实可以减少虚假报警,但是A答案和这个proposal没有关系,它不能使proposal产生宣称的效果。
