答案是D，我想问的是A中的错误是什么？是Although和however两个表示转折的连词意思重复么？请NN指点

A:" had been limited" 比" was limited" wordy, "dedicate themselves" 比 "dedicated" wordy

2个转折，不知所谓；且主要是过完时态错，无时态对比
另A.that dedicate themselves，修饰network，network不能主动dedicate，应该去掉that，直接用dedicated
