prep2008中对选项C的解释是，with states opening 伴随修饰定语从句中be marketing 错误，with引导的独立主格不是修饰 the merger of the nation’s ……the utilities in question的整个句子的动词creat 咩？这个怎么理解~~~

这里with是针对that 后的从句的原因状语,解释marketing the utilities的原因，不是对主句的修饰。

还有个明显的错误是the merger对应的谓语动词应该是 is 。

个人拙见，对于此问题。。。。。。元芳，你怎么看？

with 修饰就近句子作为adverbial modifier 所有修饰的是楼主说的
