选项b with 结构 prep上说是修饰immigrants 伴随意思变成了immigrants 拥有了a law
但我想的是with结构不能修饰immigrants的动作表示动作伴随吗为什么变成了拥有law
我后来想了想是因为 with a law passed balabala 中passed作后顶过去分词修饰law  所以整个结构就是with a law

那是不是要with a law passing balabala 的时候这里的with结构才修饰 immigrants做的动作

我有点想不清  但是有的时候with sth done 也可以修饰动作表伴随呀
请nn帮我分析一下
