求教prep上的一道SC,谢谢指教啊~~~

Approved April 24, 1800, the act of Congress that made provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established the Library of Congress.
这句话的主语是the act of Congress吧，其后that引导限制性定语从句进行修饰，从句中的made provision和established并列。然后~~><~~这句话的谓语动词是approved吗？？？我怎么突然看不清了呢。。。。

LZ理解的不对，Approved April 24，作状语。made 在从句中作谓语动词，而established才是主句谓语动词。

哦~~~这样！谢谢啊~~~能不能再问下，那establish前有个also, 不需要一个谓语动词与之对应吗？总觉得有个“也”的概念，前面应该还有个动词才对><

also，只相对于从句中的made provision而言。但是它却是主句谓语。
