were, ....this is the verb

and her lobbying for wage and hour reform was persistent, ......was is the problem here since this phrase is the one parallel to investigations

Alfred E. Smith and Franklin D. Roosevelt recruited Perkins to work within the government, rather than as a social worker.....This is the second clause

I think e make sense since it provide a symmetric structure in the main clause and give out "that" to lead the "cong ju" Alfred...
