OG SC 的77题

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities are/were allowed to dump into the great lakes.

如果有have been allowed 这个选项会比are allowed/were allowed 好么？？前者不是强调从以前一直到现在一直持续的状态么？？还是说因为这是个agreement所以只能用一般过去或者一般现在时？、

Agreement 是发生在过去的。 Municipalities 后面跟的是被动语态。它被允许倒进湖里。而且这是过去发生的事情。所以要用 were。

退一步讲，就算你说的，要用完成式，也应该是 reduce 这里用。正因为他们 reduce，才会影响到被允许倒进湖里。而不是，因为人们先倒进湖里，才决定reduce的。 Intend meaning distort.
