94. The effectiveness of a country’s leader is best measured by examining the well-being of that country’s citizen
In the statement, the speaker asserts that a country’s leader can be evaluated by the well=being of its citizen. It cannot be denied that public’s degree of satisfaction is one of the most important measures; however the speaker’s argument is unilateral in my point of view. Given the chance, I would rather endorse that the leader should be also evaluated from other aspects.
The suggested metric is, in fact, one of the most appropriate ways to evaluate a country’s leader. Leaders for democratic countries would be the good example of this. A leader has to be chosen by citizen in election in those countries, and a policy for national welfare will always be the most important issue during the campaign. If a leader failed to satisfy people’s expectation, it would be very hard to remain in the seat. Apparently, they are evaluated from this aspect by citizen. I would take Japan, in which national election was held recently, as an example. The former Prime Minister, Noda, failed to remain in the position because people think he had not done enough jobs to improve people’s life. Simply put, a leader in a country is always subjected to citizen’s evaluation based on the country’s well being.
On the other hand, I realized that a country’s well-being is not only affected by the ability of a leader. Some other external and internal events would have great impact on that. One of the examples would be the world wide economy. As countries are more and more dependent on each other, a country is more susceptive to other countries’ economy. The Europe sovereign debt crisis started in the year of 2010, for instance, drove the entire world into another recession. Not only the stock price in Europe market goes down, but the markets in US, Japan, and China also surged. As a result, the well-beings in those countries also went down. Clearly, leaders of those countries are not responsible for the problem and it is unfair to assert them as a bad leader because of this.
Furthermore, improving a country’s well-being is not the only thing that a leader is responsible for. One of the other things that a leader should deal with is a country’s presence in the world. Similar to welfare problem, foreign policy is always a key factor in election. If a leader failed in foreign policy, it would be also hard for them to be re-elected. The former president of United States, George W. Bush would be a great example. The Iraq War he started put a huge burden on its citizen and his politic party (Republic Party) lost the election after people realized the War was wrong. All in all, leaders have to be evaluated from other aspects too.
In conclusion, I hope it has been shown that it is not appropriate to evaluate a leader merely based on one factor, how well the well-being is. I would suggest that the capability of a leader is better to be measured if more aspects, such as foreign policy, economic policy, are considered.
