对于E选项的错误，官方解释是 When模糊了原文的意思
我的理解 E选项中when引导的从句没有主语所以错误。我的理解对的吗是？？

when的主语是they，S+V+O when +participle这个结构，when participle是可以做adverbial modifier，可以修饰句子谓语，所以逻辑主语是preceding clause的主语
这道题主要的错误在于，when改变了句意，原意是要表达“通过。。。人们可以减少费用”，是要表达how people avoid toll charges；而不是“当。。。的时候，人们可以减少费用”，这感觉像是在阐述一个因果关系。——when X，Y（Y when X）这样的结构有阐述“X creates Y's happening”的意思。

方式状语和时间状语是完全不同的！
