这题我知道OA是C,an investigation---found的运用,that.... and that的平行。但我想请问这里的两个that的作用是什么?在我刷SC的印象中,逗号后面跟that的用法一般都是错的。而且这里 that many residents work...that前面没有指代对象吧?后面有完整的主谓宾。that到底是做什么句子??求助!
