请问下prep里面讲的rules, laws, agreements后面介绍的法规内容需要用V-ing怎么理解?

请问下prep里面讲的rules, laws, agreements后面介绍的法规内容需要用V-ing怎么理解?我看了好几个句子, 这一条不成立,怎么正确理解这个语法点呢?

从别的帖子上找来的一个例子
74. A 1972 agreement between Canada and the United States

reduced the amountof phosphates
that municipalities had been allowed todump into the Great Lakes.

(A) reduced the amount of phosphates that municipalitieshad been allowed to dump

(B) reduced the phosphate amount that municipalitieshad been dumping

(C) reduces the phosphate amountmunicipalities have been allowed to dump

(D) reducedthe amount of phosphates that municipalities are allowed to dump

(E) reduces the amount of phosphatesallowed for dumping by municipalities

if you were discussing the ultimate purpose of those laws, then this could be idiomatic.




examples:
laws specifying long jail sentences for drunk drivers --> correct (___ing), since that's what the laws actually specify.


laws to specify long jail sentences for drunk drivers --> incorrect (that's not the ultimate purpose of the laws)


laws to discourage drunk driving --> correct (this IS actually the ultimate purpose of the laws)
