Although the manager agreed to a more flexible work schedule, he said it must be posted on the bulletin board so that both management and labor will konw what everyone is
(A)he said it must be posted on the bulletin board so that both management and labor will konw what everyone is
(B)he said it had to be posted on the bulletion board so that both management and labor konws what everyone is
(C)he said that they would have to post the assignments on the bulletion board so that management and labor knew what everyone was
(D)he said that the schdule would have to be posted on the bulletion board so that both management and labor would konw what everyone was
(E)saying that the schedule had to be posted on the bulletion board so that both management and labor would konw what everyone had been

D is wrong because "would have to be" should be simply "had to be" or "has to be"

A is right.

In the indirect speech of A, "must" and "will" form a present tense. You should use present tense in indirect speech if the argument you quote is STILL VALID (or you think it's still valid) at the moment you quote it. Check this:

Copernicus stated that the earth orbits the sun.

You should use "orbits" instead of "orbited".

If you say "he said it had to be posted on the bulletin board so that both management and labor would konw what everyone was", the connotation is that you don't believe what the manager said is necessarily correct; and, therefore, you don't want to quote it in the present tense as in the "Copernicus" sentense.

Thanks.
