不知道正确答案，不过我选D
首先be awarded sth没有with表示“授予XXX”排除AB
同位语从句和定语从句之间我选择同位语从句，读起来舒服，排除C。
E选项的将the nation’s highest military award作为插入语，忽略掉之后组成主句结构是be awarded sth in ...结构混乱
只有D选项简单明了

选E前面那句话变插入语了，句子结构有问题

D有逻辑错误，award for 迟到的认可，变成这些人被award是因为迟到的认可
E同位语做插入语而 the nation’s highest military award作为插入语解释国会荣誉勋章，然后紧跟介宾结构 long-overdue in。。。作为一个后置的目的状语，说明颁发勋章的目的 in the recognition of是固定搭配

这个应该是选C吧

long-overdue本意应该作作状语修饰awarded这个动作，表示这个动作晚

long-overdue不能修饰Congressional Medal of Honor，因为long-overdue不是这个奖的特性

仔细再看一下，E确实比C好，long-overdue作定语修饰recognition，in long-overdue recognition of their outstanding bravery作状语作状语修饰awarded这个动作。
