先说说我的理由吧
本题的主要问题在于逻辑含义：by the end of 这个时间状语应和被修饰的主体紧邻，根据逻辑含义属于必要修饰，是两个时间条件下的比较，是21世纪末的cost（bulabula）will be the fraction of 当今的price（bulabula），，
同时有个语法点可参考，对于estimate的用法+at+具体数字，其他基本都用estimate to，或者是使用it is estimated that。。。。。

我也觉得选E average individual 表示普通个人，而average individual‘s cost有歧义，可理解为average修饰cost，而这里的逻辑意思应该是普通个人，而不是平均成本。
