关于there be语法题的疑问，非常感谢

最近在看曼哈顿的gmat语法，看到说there be的谓语动词采取就近原则，例如there is a dog and 2cats. /there are 2 cats and a dog.
但是看到倒装部分

（十一）倒装：主语的单复数向后看；原文若全倒装，答案也是全倒装EG:1.Wrong: Near those buildings SIT a lonely house, inhabited by squatters.Right:Near those buildings SITS a lonely house, inhabited by squatters.2.Wrong: There IS a young man and an older woman at the bus stop.Flip it!A young man and an older woman ARE there at the bus stop.Right: There ARE a young man and an older womanat the bus stop.
这里我看不懂了，黄色例句属于倒装句？那与there be 的就近原则不就互相矛盾么

不好意思，我写错了。我是想说倒装部分是曼哈顿的gmat语法上看的，there be是在在新东方的网络课程上看到的。非常抱歉。。。请问您可以解答我的疑问吗

难得有我会的，那就来解答下吧。以下部分内容摘自白勇语法
there be A and B 句型中，由靠近be动词的A决定be动词的数的形式。例如 Out of sth，grows a market for...这句话就是a market 决定动词用单数grows。
再看lz 的第一句话，Near those buildings SITS a lonely house, inhabited by squatters.句子中Near those buildings 是介词短语，是做修饰成分的，不是句子主干部分。
至于第二句话，个人觉得There IS a young man and an older woman at the bus stop是正确的，待NN来解答。
PS：there be 句型是倒装没有错的
