1. The surestindicator of a great nation is not the achievements of its rulers, artists, orscientists, but the general welfare of all people

With the explosivedevelopment of science, technology and economy, the real happiness of everysingle individual citizen in one country has been playing an increasinglyessential role in our everyday life, which thus calls into question of what thesurest indicator of a great nation actually is. The speaker claims that thegeneral welfare of all people rather than the achievements of its rulers,artists, or scientists could be regarded as the most direct and efficientindicator of one nation. From my perspective, I find the argument biased onseveral aspects.

Undoubtedly, the generalpublic are the majority group of one nation and always come up with crucialsuggestion and advice towards the construction and development of the country. Thistends to be much more common and critical in a democratic society we are living,with most of these ideas becoming the mainstream notion at present, and this isclosely related to the happiness of the citizens. In addition, the achievementsof the rulers, artists and scientists lie on the foundation of the citizenhappiness, and only by considering the happiness of the citizen as the finalgoal could these achievements be accomplished.

In contrast, thehappiness of the citizens, to some extent, could not be the surest indicator ofone nation. First and foremost, the sense of happiness is not a stable indexconcerning the abstract yardstick and unpredicted fluctuations. For example, ifa war or a disaster breakouts in a country, the sense of happiness would bemuch too complicated and less likely to be a display of the greatness of thecountry. In addition, without a clear definition of the word “general welfare”,the so-called indicator seems to be not quantitative and representative at all.Whereas, it is the achievements completed by those precursors that promote thelife quality and provide convenience of people. Taking the technological developmentas an example, people are free to obtain numerous merits provided by theautomobiles which shorten the time during trip, by the mobile phones whichenables people get to talk to each other anywhere and so on.  

Despite of theadvantages and disadvantages of the two sides, they are not conflicting at all butmore like two complementary parts of the overall development when it comes toconsider both sides as a whole. The two aspects would be a much better displayof one nation’s greatness if the achievements of the minority and the happinessof the majority combined together, with a much detailed criteria of the generalwelfare to be more meaningful.

In sum, thecriteria of whether one nation is great or not is still waiting for furtherdiscussions, and it is never wise to simply determine the vital role of oneissue on a one-sided angle. A more accurate answer to the problem would begiven to show the most representative index only if the two aspects areconsidered integrally.

我觉得有点偏题,作者围绕人民的happiness而不是great nation来写。
