我选的D，正确答案E，迷惑的是E中allowing的逻辑主语是community service sentences，而不是句子主语the number.所以尽管D中的in their performing of 和beneficial to的表达都不如E好还是选了D.
求解~

我是这么理解，D的意思让他们在performing jobs的时候能unconfined, 而原文的意思是罪犯自己本身是unconfined而不受到performing jobs的影响

我也觉得这一题的答案应该选D，很明显performing的逻辑主语应该是they

D意思变了。。。。原句的意思是说罪犯不坐牢，还做社区服务。。D的意思是在社区服务时不受限制。（可能平常坐牢，偶尔放出来做社会服务呢？）

乍一看，我也选的D，后来又一看，发现D有错误：
1.which的用法不对：其引导非限定性定语从句，D选项中的形式是有问题的；
2.in their performing of specific jobs有问题：the construction is somewhat awkward and wordy，同时，动名词虽然有名词的性质，但是最好不要和所有格连用。

补充一下：which出现时，要么是，which，要么是介词 which。

刚才又查了一下，D中的which根本指代不到sentence，因为现行的核心词是criminal，givenXXXXXX是后置定语，此时应该发生跳跃指代，所以which应该指代到criminal，如若如此，句子在逻辑上就讲不通了。

我觉得E是对的,是要看清楚句子的结构。
句子的核心主干是 the number of...has risen dramatically。allowing和后面都是修饰sentences的modifier.
In the last few years, the number【 of convicted criminals （that is)given community service sentences( allowing them to remain unconfined while performing specific jobs that benefit the public)】 has risen dramatically.
所以allowing的主语不是the number.
此外，Manhattan里面说noun modifier都是就近修饰的哈。

明显是E 呀
首先D ,in their performing :in one's doing 错
然后beneficial to the public :beneficial 是adj
benefit the public是verb，根据manhattan verb>adj>noun 肯定是用verb好
选E
