呵呵，我刚看完这题，说一下愚见哈。when 引导状从，后面要有完整主谓结构，has created 是这句话的谓语，缺少主语，to be able（不定式）不能做主语的。

哦~这样啊 To do sth is to do sth 请教一下是不是只有在这种情况下不定式才可以做主语呢其他情况下都不行是吧

个人感觉啊，你参考一下，严格说to do 做主语的情况比较少见，To do sth is to do sth，这个结构这么用，本质上还是遵循了平行的原则。是不是只有这一种情况，我不敢断然的回答你，毕竟我不是什么牛牛，就是就我目前见到的题目还没有把 to do 是否做主语作为唯一考点的，肯定能用其他点像平行啊，主谓一致等等考点排除。
