113.    Because there are provisions of the new maritime code that provide that even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas, they have already stimulated international disputes over uninhabited islands.
(A)    Because there are provisions of the new maritime code that provide that even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas, they have already stimulated
(B)    Because the new maritime code provides that even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas, it has already stimulated
(C)    Even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas under provisions of the new maritime code, already stimulating
(D)    Because even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas under provisions of the new maritime code, this has already stimulated
(E)    Because even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas under provisions of the new maritime code, which is already stimulating

为何A中they不能指代provisions?
OG上说 provisions在这里是predicate nominative(谓语主格),但是我们一般不是说therebe句型后面的noun就是主语,所以they优先指代主语位置么?      如果A项THEY不行,那为啥B项IT就可以跳跃那么多词修饰到code呢?  求NN解答

B项是因为平行原则:从句里的主语位置是代词时,可以指代主句中的主语。Manhattan里提到的。
至于A,个人感觉主要是there be过分罗嗦。不过从语法角度,还是期待其他牛人的看法。

Something from Manhatton forum:

in other words:
if 4 of the choices in a SC problem are WRONG, then it doesn't matter whether the 1
correct choice changes the meaning.

in this problem, 4 of the choices are WRONG.
(a) is redundant (provisions ... provide), and (c) (d) (e) contain grammatical/usage errors.

since (b) is the only choice that is grammatically sound, it really makes no difference whether its meaning is exactly the same as that of the original.

provision是抽象名词吧。。。。而且还可以看做是provide的名词形式吧。。。。。所以there be不会和他连用的啦
