真巧啊~今天刚做这题。因为根据句子想要表达的意思，是所有的州都面临相似的工业肥料问题，而不是每个州，因为每个州跟相似是说不通滴，每个怎么跟每个比，所以自然没有相似similar.再来，their是指神马呀？！如果说是each state的话，就不会是their了，所以agreement有问题。外加B读起来很不顺。

再看E，好顺呀！首先说all states face similar problems, 意思对了哈。因为是全部的州相比较，所以才有similar.再看后句也比较通顺，他继续讲这个problems是什么捏？是the predominant industries and.....determine...时态都对。就对了。

the regulatory environment of the states ，这中间用的是states，前面应该和这个对应起来，所以选E了·····G的语法很讲究对应的关系。
