题目不完整, 所以仅从B, E来说, B优于E.

whether or not的问题始终只是属于effective的范畴, 不是correct的问题. 所以答案里既有whether, 又有whether or not的时候, whether优先. 但是如果没有whether, 不能说whether or not是错的.
