求助：关于平行结构的问题

白勇的黄皮书上的一道题：
Water and resource management problems will be at the head of the legislature's list of concerns for the coming session.
(C) Problems in the management of wanter and other resources.
(D) Problems of water and other resource management.

正确选项是C，但是我选的是D。我看的白勇的那本书，他的解释是：D选项连接对象产生争议。and可能连接water 和other resource,也可能连接problems of water 和other resource management
可是这样的话，C选项也可能产生歧义啊。并且新东方丽丽老师上课的时候讲过在介词短语的并列时必须给出相应的介词A in B of C and D这样的结构，如果C与D并列的话，D前面不应该加of 吗？要不然D的并列也会有争议啊。
所以C选项的water 和 other resource management的并列也会有争议啊。

求大牛们帮助解答。。。

并且我在做有关平行结构的题的时候总是找不准谁跟谁并列，所以会经常出错。
再看一个白勇书上的一个平行结构题：
The decision by one of the nation's largest banks to admit to $3 billion in potential losses on foreign loans could mean less lending by commercial banks to developing countries and increasing the pressure on multigovemment lenders to supply the funds.
(A) increasing the pressure
(B) the increasing pressure
(C) increased pressure
(D) the pressure increased
(E) the pressure increasing
正确答案选C。划线部分必须跟less lending 构成平行结构。这个平行部分是怎么看出来的呢？那可不可以认为developing countries 跟划线部分构成平行结构？如果看其逻辑意思，就可以确定是与less lending并列。是不是由此得出平行结构到底是跟谁并列要翻译下才能确定呢？有没有简便的方法能判断出谁与谁并列呢？

水和其他资源管理中存在的问题，将在临近的会议上，成为立法机关首要考虑的问题。

water and other resources 本身就是一个整体。
因为water 很容易知道本身就是一种 resources。因此我觉得不会产生歧义。
water 和 other resources 是并列的。是一种common sense.

D、Problems of water and other resource management
水和其他资源管理的问题将在临近的会议上，成为立法机关首要考虑的问题。
这句意思是水的问题和其他资源的管理在临近的会议上，成为立法机关首要考虑的问题。
意思上不正确。
而这里，water and other resource management 容易产生误解
and 前后一个是 water 一个是 resource management 不是同一类事物。
所以容易被人理解成
Problems of water 和 other resource management 并列。

按照楼主说法，如果和to developing countries 平行
and 后面也应该是 to ..... 选项中没有to 因此不会。
这个只能看意思了

The decision ....... could mean NOUN.... and NOUN...

非常感谢你，打了这么多字帮我解决问题。按照你这个意思我是不是可以理解成and连接并列成分是不是先就近寻找它的并列部分，在什么情况下它不与最近的部分并列，而是可能与前面某个部分的内容并列呢？谢谢了。这个并列部分太让我抓狂了

Water an resource 那道题。
我是这样解题的
先找出 and
然后找到 and 前后的
中心词（用黑体下划线标出）
A、water and resource management problems
B、Problems of managing water and resources
C、Problems in the management of water and other resources
D、Problems of water and other resource management
E、Resource management problems, including water

B 和C 平行都是对的。我觉得白勇这题说的不对。
C选项比B 优选。

A of B and C
这种情况下要就近看 B 和 C 并列
以为B 和 C 并列。共同修饰 A

另一题。
楼主 developing countries 这里的 developing 是形容词词性。adj. 修饰countries.
increased pressure 中心词是 pressure. 是名词词性。n.
所以不能并列。要并列也是 countries 和 pressure 。但是意思上来说是不正确的。

这句是 mean + 名词。意味着.....少的借贷。
and 表示顺承结果。
结果是，pressure ...对出借者的压力

这里 less lending 是名词性质的。中心词是 lending 是名词。
increased pressure 也是名词性质的。中心词是 pressure 是名词。

平行要注意两点：
1、语法结构上平行。就是，NOUN, NOUN, and NOUN. VING, VING, and VING ..
2、意思，逻辑上的平行。

According to the principle of parallelism, comparable sentence parts must
be structurally and logically similar.

谢谢，我貌似清楚点了，但是对于那个water和resource你这么一解释我觉得B答案也对了，为啥C比B优呢？因为B会产生歧义吗？如果这样，C也会产生歧义啊

前天很晚回的~ 脑子不好使了
A of B and C
在这种结构中，B and C 作为了一个整体修饰A因此，如果是 A of B and C 结构的话
and 必定是就近看是否平行
那么就很容易排出了！
