求教A and B修饰细节的解释， OG12-95

我想问一下A and B that...从句修饰的是B还是A and B呢？虽然动词是remain但是前面碰巧是troughs也是复数；
E中adj.+A and B是修饰A呢还是A and B一起被这个形容词修饰呢？

印象里好像是adj. ( A and B) = adj. A and adj. B的，如果是单独修饰应该是B and adj. A，初中老师这样讲过，但是GMAT的认定是怎么样的还请大家指点；

是否A and B that也是，如果但一修饰就是A that... and B呢？？
