[Claim] Many problems of modern society cannot be solved by laws andthe legal system.
[Reason] Laws cannot change what is in people's heartsor minds.

目前我能想到的：
肯定原因: spiritual freedom cannot be thoroughly changed by law.

反：原因推不出结论：even though hearts or minds cannot be altered, many problems can be solved by confining people's behavior by law.

想不到别的了。。感觉有一点自相矛盾

反：法律会给一些行为作出警告，而这些警告会慢慢影响人的看法和想法。比如不能超速，大家慢慢就习惯不敢开得特别快。

正：法律只能大范围约束，但是还有很多漏洞，背地里犯罪不被发现的情况特别多。
