关于C选项，OG解释And when distorts the meaning,suggesting that ozone is formed in two ways.

一开始我没理解OG这么解释的意思，后来查了论坛，明白了OG这么解释的意思实际上是把C选项中的and后面的部分看成了省略，补充完整就是：

Often visible as smog, ozone is formed in the atmosphere，and （it is formed）when hydrocarbonsand nitrogen oxides, two major pollutants emitted by automobiles, react withsunlight.

那么我的疑问就是在这里and后面省略的部分是主谓结构it is formed，这么省略是切当的么？有没有什么rule呢？

这个算不上省略，叫做parallelism.

Government is established (from the people) and (for the people).
看出来parallelism了吧？这句话就这么写，根本不需要在and后面补充"government is established".

这题C选项就这样：
Ozone is formed (in the atmosphere) and (when X and Y react with sunlight).

parallelism 这部分的具体要求，看看Manhattan吧。
很多东西可以平行的，粗略说吧，只要语法上都属于同样的part of speech （比如这里两个成分都是adverb)，且逻辑平行，就可以。

典型的例子：
OG有一道 spawn and extending 类似这个例子的还有一道prep或者verbal 2nd的真题，关于language
大全里有一道 to acquire new traits and because ....

但是这个题目跟你举得例子有差别的：
Government is established (from the people) and (for the people).
前后两个parallel的成分都是preposition phrase。
但是在这个题目中呢，前面的是个preposition phrase，但是后面的是一个when引导的从句（？），这样能够平行的么？
PS.我看到baby姐回复我的时间是中国的下午6点左右，在美帝是早晨5、6点吧。。。baby姐注意休息啊。。。别太累了

虽然这两个一个是prep短语，一个是when的从句，但是他们两个在成分上都是用作状语的。你从语义上来看他们两逻辑是平行的。

and Ozone is formed (when X and Y react with sunlight). ---> when X and Y react with sunlight 作时间状语

但是这个题目跟你举得例子有差别的：
