我的问题是：E中间的In order to protect the public中in order to后面的V－－protect应该和整句的逻辑主语对应。

那整句的逻辑主语是什么？难道是a qualified physician？逻辑上好像逻辑上不对啊。我认为如果是E对的话，原句会不会是It is by law that only a qualified physician can prescribe medicine.的省略？这样 逻辑主语是that从句？不过其实我认为law最像protect逻辑主语。

此外，A错的原因是因为  ，protecting the public 有歧义还是因为By law不应该与主句用comma格开呢？

这道题确实几个答案都找不出明显的语法错误，也只能从逻辑意思上去理解，in order to protect the public可以补出先行词a law 或to make a law，后面的by law only a qualified physician can prescribe medicine看成是a law的内容。继续讨论!

这点同意！从逻辑上也可以判断出是was probably buried 的动作的发出者。

这点不能确认，觉得主要还是从逻辑上判断。

看了一下词典的例句，in order to和in order that，前者要求前后逻辑主语一致，后者用于不同逻辑主语；我想这一点印证了你刚才的想法是对的；

不过这里我还有问题就是这里的in order to和to的区别在哪里？

我认为in order to 和to 在GMAT中没有实质意义上的区别,，如果用在句中, 则in order to 就是to的意思，只不过更烦杂

不过in order to 可用在句首作状语，与主句用comma隔开，修饰后句；to do好像不直接用在句首与主句格开作状语，不过好像可以用在句末与主句格开作状语。后一种用法记得好像在哪里看见过，一下找不到了，继续着的说～～

我所见的in order to和to的用法也基本相同，按照这个说法，遵循简洁原则，岂不是只用to就行了，不需要in order to了

又想问一楼中的(A)  By law, a qualified physician can only prescribe medicine, protecting the public.如果改为By law, only a qualified physician can  prescribe medicine, protecting the public。则该句是否正确？ , protecting the public现在有歧义吗，它会修饰medicine吗？？
