各位大侠，请帮我解释下吧，实在弄不明白了。
A 1972 agreement between Canada and the United States reduced the amout of phosphates that municipalities had been allowed to dump into the Greak Lakes.

(A) reduced the amount of phosphates that municipalities had been allowed to dump

(B) reduced the phosphate amount that municipalities had been dumping

(C) reduced the phosphate amount municipalities have been allowed to dump

(D) reduced the amount of phosphates that municipalities are allowed to dump

(E) reduced the amount of phosphates allowed for dumping by municipalities

该题正确答案为D。
OG上的解释说：if the agreement remained in effect when the sentence was written,用 are allowed.
我有两个问题
1，allow这个动作的主语是什么。是agrement allow还是municipalities allow？
如果说agrement allow, 那么OG 的解释是可以理解的。
同时 are allowed 这个时态表示这个agrement remained in effect when the sentence was written.
既然这个法律还有效，那么reduce 为什么要用过去时？reduce 的主语也是 agreement啊。
2，A选项中的reduced和had been allowed，我觉得反而好理解啊。因为在1972年之前，municipalities就allow了dump,所以 allow 用过去完成时啊。

求求给位大侠，用OG的思路来说服我吧，我实在想不通了。

dumping这个动作在协议颁布时并未结束，或者将持续，或者终结在reduced动作发生时与现在之间的某个时间点~

不知道楼主这题搞清楚没。。我也刚好做到这个，搜索到这个帖子。同打不开上面的链接。

我在想，那个reduce是agreement 发出的。这个动作发生在1972年，reduce不会一直持续着，而是在那个点上就发生了
但是这个dump的行为是一直在发生的，所以allow同样也是一直在发生的，而且这个协议还在有效期，所以是are allowed

这样好像就能解释的通~~~

剩下三个发现时态不同，这个东西以前有实行，当时又实行，现在又实行，将来还得这么着实行，类似于法规法规，所以用现在时

我觉得是不是因为之前那个agreement明确的时间点在1972因此要用一般过去，而允许这件事情是客观存在并且一直存在的就用了现在时？
