答案给的是C，原因是原句里的it指代的是the United States，而逻辑上应指代huge sum of capital，所以错
可是我觉得C选项里的after the Second world War可指Japan used的时间也可指it received的时间，句子有歧义啊

求各位给指导下，感激不尽
