(B)whether it can broaden its membership
and leave

(C）whether or not it has the capability to broaden
its membership and can leave

(D)its ability for broadening its membership
and leaving

(E)the ability for it to broaden its membership
and leave

问题是:whether和whether or not等同吗？如果等同，是不是whether or not没有单独用whether好呢？（我明白B中has the capapbility to的表述太wordy了）

在宾语从句中只用whether
在状语从句中就是要用 whether or not
