答案是什么？？我选A
首先从句的主语是makers，所以排除E
balanced between that of moderate growth and low inflation ，that of指代不清，排除B、D
C项从句缺谓语

这个我知道，可是A中现在分词的修饰没有歧义吗？按理修饰policy maker,但是不会存在修饰financial experts之嫌吗？

个人认为不会，A中的现在分词完全的被嵌在头that从句中间，如果要修饰financial experts的话，要放在句末或句首加逗号的
