答案C没有问题，但是E为什么错呢？to do 结构在这里不能表示目的吗？

就算去掉了逗号，to do紧接essential items of military equipment，逻辑上还是没有protecting好，现在分词protecting是说明固有的、一直存在的功能，而to do是说明“具体某次”的功能。
