求问一个语法点啊~~！！超级纠结的说~~

有俩个例句：
A、there has been a great deal of confusion in the medical profession about whether obesity is a biological disorder posing serious health risks or a condition more related to appearance than to health.
B、A President entering the final two years of a second term is likely to be at a severe disadvantage and is often unable to carry out a legislative program。

我本来觉得B可以是……and often unable to……（就是把后面的is 省略），但是答案说这里的is是助动词，要补出来。
但是A里面如果按照B的说法，那么应该是……or is a condition……，可是A却又把Is 省略，说如果不省略的话，要是or it is a condition……那到底is可不可以省略啊？？还是这两种都可以？？？

急求大牛回答啊！！

a的Or后面不能有Is,b的后面一定要有，你看看两个Is后面跟的不一样，a的Is是该句的谓语，做选择是对其宾语进行选择，b的Is是该句谓语Is likely to be 和 Is unable to be的一部分，是对两个谓语的并列and，不能省，否则谓语不完整。
