这道题正确答案是A，我搞不清他的句子结构。我做题时候认为主语是the act of congress，approved是分词修饰主语，that made......Washington, D.C是定语修饰主语，also establish 是谓语。但是想不明白establish前面为什么有一个also，没有并列的对象也可以用also吗？还是句子结构不是这样的？？请大神NN们指教。

另外在语法笔记上对E的表述是这样的

E. The act of Congress少了限定性定语从句的修饰，使得句子表达的是act of Congress只有那么一个，违背常识；establish和make provision逻辑上是同一层次的，不应该把establish作为伴随结果(逻辑含义也变得不合理)，所以要不把also establishing改为and also establish，要不改为同A选项一样。笔记上说establish和made是同一层级，那么改为and also establish我可理解，选项A的表述方法也是同一层级吗？？

The Sun, which is 400 times larger than the Moon, is also 400 times farther away from Earth, so the Sun and the Moon have the same apparent size in the sky.
按理说which...是修饰语，这里也多出来一个also
我当时也觉得怪，可能这就是英语的逻辑吧
那个法案在某天通过了，同时也确立了某某的成立

最近又看到一道题，新PREP158
Sales of wines declined in the late 1980s, but they began to grow again after the 1991 report that linked moderate consumption of alcohol, and particularly of red wine, with a reduced risk of heart disease
这里面and particularly of red wine，and 加在插入语之前，不影响结构。

还是上面那道题，笔记上说establish和make provision逻辑上是同一层次的，但是A选项made修饰act,establish 是谓语，这也算统一层级吗？？

怎么感觉这两个地方also所在的句子在意义上确实和定语从句并列呢

The sun is 400 times larger
The sun is also 400 times further
是确实有这样的用法的吗？？

个人认为，also的作用是在意义上表达“也，同时”的意思。它是个副词，而and是连词；因此also 对句子的construction 起不到语法意义。
