(D) reduced the amount of phosphates that municipalities are allowed to dump

正确答案是（D）。reduced应该用一般过去时，后面的had been allowed to dump应该也说得通阿，因为1972年的agreement规定了新的标准，这个标准比1972年之前要低，所以修饰过去的标准用过去完成时为什么不可以呢。

不是很理解为什么一定要用一般现在时

这道题也是被问了无数遍了，municipalities are allowed to dump只修饰phosphates，阐述了一个基本事实：政府允许向湖里倾倒磷酸盐！这和时间无关，过去允许，现在也允许，将来也可能允许。
而reduced 只是对amount 起作用，和phosphates无关。所以这倒题是答案是D。

这个是说，定语从句的时态和主句的时态无关。请问楼主这句话的依据是哪里啊？
