答案是D，但我没觉得C有什么错误，OG解释是that it is … who 很wordy, awkward

C选项没有说出fault的具体内容，只知道谁错了。

第一句强调结果，第二句强调动作，应该是后一句；第二句也显得clumsy,wordy.

不好意思哈，我个人认为C比较正确，但回看了原文，有点改变句子重心导致意思发现改变，但OG上说C选项句子is not complete,所以我又confuse了

这道题目挺让人疑惑。
细看下来：c: 结构如此： the fault of sb......(很多修饰成分） can hardly be said。
d:结构如此：that 开头的名词性从句（表述了sb are at fault for not doing sth.) can hardly be said.
由此观察得知，it can hardly be said that 这样的表达，后面最好跟一句话，表述一个情况。
如果跟一个名词，则不恰当。或者说，不这么用，或者直接用the fault of sb was quite understandable...
等等。

C is not complete，因为who have not anticipated the impact of microcomputer technology 是一个定语从句，咱们可以忽略，那么句子就简化成it is the fault of educators. 这其实是一个不完整的强调句。如果按强调语气的句式补足了应该是 it is the fault of educators that caused the result 之类的，但是这句话只指出了强调的部分，没有说完整一句话。
