C is not complete,因为who have not anticipated the impact of microcomputer technology 是一个定语从句,咱们可以忽略,那么句子就简化成it is the fault of educators. 这其实是一个不完整的强调句。如果按强调语气的句式补足了应该是 it is the fault of educators that caused the result 之类的,但是这句话只指出了强调的部分,没有说完整一句话。
