"Authorities" is more reasonable to be the logic subject of "promted by ...." because in American's logic, the property owners would not bother to volunteer to test all teh dwellings....., I mean in usual cases. So it's more sense that Authorities were prompted by new evidences and then advise property owners..........

My understanding is that it is not "agricultural engineer" who installed the machine but the farmers themselves. But I have a question, "according to one agricultural engineer" 修饰的是“farmers" 还是整个句子？我认为应该是整个句子。题意应该是 “根据农业工程师（的说法），农民通过装特殊发电泵用。。。。。。”，"according to one agricultural engineer" 是插入语。

我觉得C 曲解了愿意吧？one agricultural engineer reports , (reports to whom? )

首先，从语法上来看，A里面的being不对。句子里面没有什么线索提示我们要表达"正在进行"的含义。

其次，从意思来看，我觉得C更合理一些。政府得到报告，然后通知居民。而A的意思是，居民得到报告，然后再被政府通知. 政府的通知有点多此一举。

答案是C are advising 是表示进行时 所以A的进行时是合理的 只不过用的是被动态

A的意思是 居民受到证据的触动 根据政府的建议 安装XXX检测YYY

C的意思是 政府受到论据的触动 建议居民  安装XXX检测YYY

我当时在A/C中拿不定 想起动作的发起者 只能是居民去安装去检测 所以就选了A

这里应该考虑prompted的逻辑主语，而不是test。我觉得政府被prompt更合理一些，paopao再想想...

12-9：我认为如果主句的主语是owners，那么主从句的逻辑关系就不是很紧密。其实，从句意上我们可以感受到，这里的过分(形容词性)结构和主句其实隐含了因果关系，到底是‘(因为政府)得到新的证据，政府建议百姓做...’合理，还是‘(因为百姓)得到新的证据，百姓被政府建议...’合理呢？我觉得前者更复合逻辑。

3-15：我查了原题，补充A的内容：farmers' houses could be heated by the warmth from cows' milk, according to one agricultural engineer 其实，由此可见，首先，engineer在句中只是一个从属成分；其次by installing强调的是一种方法，其和report没有逻辑上的联系，难道report这个动作需要by installing么？所以，C的表达不复合逻辑；由上述两点我们可以判断出D是正确答案。
