如题，想问下大家怎么判断and连接的两个句子/从句是不是separate的？

例子：Many house builders offer rent-to-buy programs that enable a family with insufficient savings for a conventional down payment to be able to move into new housing and to apply part of the rent to purchase later.
A.programs that enable a family with insufficient savings for a conventional down payment to be able to move into new housing and to apply
B.programs that enable a family with insufficient savings for a conventional down payment to move into new housing and to apply
C.programs; that enables a family with insufficient savings for a conventional down payment to move into new housing, to apply
D.programs, which enables a family with insufficient savings for a conventional down payment to move into new housing, applying
E.programs, which enable a family with insufficient savings for a conventional down payment to be able to move into new housing, applying

比如这个例子（Ron2012-03-01 74:20）中，请问apply xxx 可以作为move into new housing的modifier吗？DE句子中间有其他问题（enables 和 enable 与 be able to 的重复），但ron排除CDE的时候说是因为move xxx和 apply xxx是separate，想问下大家怎么理解这个separate？

选项分析：

A选项：在划线部分的第一个句子中，其内容是：enable a family to be able to move into new housing，显然地，enable和to be able是一个意思，即，to be able to是赘余的。

B选项：Correct. 本选项在语法和逻辑上均是正确的。

C选项：定语enable a family to move into new housing是rent-to-buy programs的非限定性定语，这点考查了“名词定语的限定性”。在逻辑上，rent-to-buy programs肯定可以分成“能让家庭有能力搬家的”和“不能让家庭有能力搬家的”的两类（先租后买的项目有很多，不一定都是买房子的项目），所以enable应该限定性修饰先行词rent-to-buy programs。

D选项：定语enable a family to move into new housing的非限定性错误同(C)。

E选项：定语enable a family to move into new housing的非限定性错误同(C)； enable和to be able的错误同(A)。

个人理解down payment和part of the rent对应(考虑到insufficient savings)，move into new housing和apply...to purchase later对应，是整体，不应seperate. 所以应该用 to move..and to apply 供参考。

谢谢楼主提醒，我对separate的理解不透彻。我所能体会到的是那两个语义是前后呼应的，应该并列，to move和to apply要用and连接

separate的意思是这两个动作是独立成行的，互不干扰的。

Many house builders offer rent-to-buy programs that enable a family with insufficient savings for a conventional down payment to move into new housing.
Many house builders offer rent-to-buy programs that enable a family with insufficient savings for a conventional down payment to apply part of the rent to purchase later.

move into和apply，是program enable to do的两样东西。所以是平行关系，不存在一者是另一者的modifier，应用and连接。

个人看法，有误请随时指出。
