74 A 1972 agreement between Canada and the United States (reduced the amount of phosphates that municipalities are allowed to dump) into the Grate Lates.从哪里看出来现在依然允许municipalities 继续倾倒磷酸盐啊？我选了A reduced the amount of phosphates that municipalities had been allowed to dump.我觉得这个agreement 之后就不允许倾倒了。我错在哪了？没想明白，麻烦指点一下，非常感谢。

因为是reduce仅仅是减少，不代表不再，所以会持续到现在。另外过去完成时表示“不再”，而一般现在时没有时间的限制，不会暗示现在不倒了。
