此句已是正确答案。

我的问题是that will protect copyright holders and......that直接放在了on the internet的后面，为什么它不是修饰internet 而是修饰a standardized way ?

我经常会困惑关系词(that which who...)是修饰最近的还是修饰前面这类的问题。大家是怎么进行判断的，或者觉得我应该查哪方面的语法？

说下我在曼哈顿语法里看到的哈。跳跃修饰。
（1）of 短语 a way of xx 这里其实并没有跳跃，只是修饰的是 a way of xx 这个整体。很多人把这个理解成跳跃了 of xx 直接修饰of 前面内容。
（2）短的谓语。比如：s v o 。vo很短s跟了个长得定语从句。可以svo+that。that放前面就头重脚轻了。
（3）插入语可跳
（4）平行修饰。 ex： xx that 从句1 and that 从句2. 这样子句2也修饰了xx。
