楼主啊，我学的不精，其实不知道该怎么官方的解释给你，可是我又理解，又想跟你探讨一下。这道题，选A，
结构是，what前面的to其实就是return 后面的to，what及其后面的部分是解释说明communal ownership of land的，可是具体是什么成分我就不知道了，我觉得像是同位语，可是同位语应该是名词性质的，这个之前又有个to，所以期待着高人再来进一步解释一下，这个逗号后面的成份是什么成分。
