疑问，这里E选项省略的be动词是were还是was？如果是was，和前面不一致为什么能省呢？如果是were又想不明白。

省的是was, persistent 修饰的是her lobbying

也就是和前面were单复数不一致时也是可以省略的啊？

我的理解是插入语，不成句子。 her lobbying for wage and hour reform so persistent,

如果补全了谓语，反而句子很诡异，成了run-on了。
