一直弄不清限定跟非限定对句子意思造成的影响！！！
OG 12：
Many house builders offer rent-to-buy programs
that enable a family with insufficient savings for a
conventional down payment to be able to move into
new housing and to apply part of the rent to a
purchase later.
(A) programs that enable a family with insufficient
savings for a conventional down payment to move into new housing and to apply

(D)programs, which enable a family with
insufficient savings for a conventional down
payment to move into new housing and to apply.

在语法上，that 跟 which 来修饰n. programs 都是没问题的。可是表达的意思却是不同的。这是OG的一个比较重要的考点。
也是很重要的可区分选项的地方。

I think the problem of A is that 'enable' and 'be able to' are the same meaning, the sentence is redundant.

here in choices A and D, 'that' and 'which' are equal.

定语从句关系词指代

that、which指代前一个词，which前有逗号，一般指代逗号前最近的名词，除非主谓搭配不当，
A of B, which.. 可能指代A也可能是B。

that、which任何情况下都不能指代前面整句句子

I know that but my question is how to interpret the difference between restrictive and non-restrictive clause in logical and grammatical level?
