A选项市长proposed a reduction to maintain sth and to subsidize sth，意思是市长制定了一个减少支出的方案，为了维持市中心的 cultural institutions并且为了补偿这些人 C选项市长proposed to reduce sth and to subsidize sth, 意思是市长计划去减少支出，并且计划去补偿这些人，显然句子的意思就变了，而且that引导的定语从句还有修饰year的歧义，不如A来的直接

我的想法是，错在两个地方：
①Proposed to reduce, by nearly 17 percent,the amount from the previous year that was allocated for the maintenance of the city's major cultural institutions and to subsidize
And前后的内容要parallel，前面是介词短语，后面是to do 不定式，不parallel。
②改变了原句，原意是说提出一个计划【减少去年分配的部分】去实现这两个目的：to maintain the city's major cultural institutions and to subsidize hundreds of local arts groups.
C中的表达是说提议去减少【分配给maintain the city's major cultural institutions and to subsidize hundreds of local arts groups】的部分。
把目的变成了定语修饰了amount。

有道理哎~~~那A选项中reduction是什么的reduction呢？in the amount后面那几个词的成分作用不太明白”allocated the previous year"是什么意思啊？

恩恩，看了你的回答知道C为什么错了，就是A中间那个allocated the previous year有点不太明白什么意思

我之前对A选项的解释可能有歧义，重说一下，意思是市长计划去减少在某一部分的支出，这部分支出就是去年被分配给用来维持institutions和用来补偿艺术家的支出。allocated the previous year是过去分词作定语修饰前面的reduction

哦！懂了！！！
A中： reduction 【in the amount( allocated< the previous year> to maintain the city's major cultural institutions and to subsidize)】是这样的~~

我认为这个C的错，主要在于，最后的 and to subsidize,在and 前面，并没有任何能与to subsidize相对应的。
A的表达： to maintain the city's major cultural institutions and to subsidize才是正确的
