请问C比较的是什么。。我选了B。。比较这个老是搞不清楚。。

如果把B选项small car后面that去掉，那是不是就能说small car are more fuel-efficient than they were at blabla这样么？请大牛指教

那为什么B不对呢。。they不也可以指代small cars？？
