答案是C. 但是我有几个问题不清楚:

1. 破解笔记里说, D项中的with the sole intent to sell错误,应该改为with the sole intent of selling. 而Longman字典里只有前者的用法并没有后者.

2    law   the intention to do something illegal
  with intent (to do something)

He is charged with possession of a gun with intent to commit a robbery.

对于intent of 的搭配我也决得挺乖乖的,就记住吧!

但是这句话是强调lead to法案通过这一过程,而不是说lead to 法案这个事物

所以E不对的

E的错误

The proliferation led to the ACCPA, passed...and allowing....

ACCPA和passed and allowing中间有逗号隔开，是个插入语，但后面没有相应的东西修饰ACCPA

变成了proliferation导致了ACCPA，逻辑不对

应该改成led to the passage of ACCPA

至于intent of,期待NN解释

A选项的allowing为什么错？怎么修饰歧义了？

1.表示动作，状态，功能，逻辑主语等于句子主语

2.表示伴随结果，主句是因，导致分词动作产生，无逻辑主语

这里allowing很是适合第二条啊，led to the passage是因， allowing是果

盼解答！！！

但是前面不对啊 led to 后面要接动名词 passing 要加the 后面要有of 应该是led to the passing of ....

umm...

我是说不管前面，光allowing这里这样用成不成立？？
