OG12 SC 第4题Of all the vast tides of migration that have swept through history, maybe none is more concentrated as the wave that brought 12 million immigrants onto American shores in little more than three decades.

答案是
E. perhaps none was more concentrated than

为什么是过去时啊？
虽然说，这些tides of immigration 都是过去发生的事情
但是那个wave比其他的tides 更加集中是不仅仅过去还有现在也是正确成立的事情啊
用现在时不也可以吗？

这里的语法规则是什么呀？

补充：为了让句子更易懂，调整一下带入正确答案后句子的顺序：
Perhaps none of all the vast tides of migrations that have swept through history was more concentrated than the wave that brought 12 million immigrants onto American shores in little more than three decades.
把各种定语去掉，就变成了：
Perhaps none was more concentrated than the wave.

那么这个时候的be动词时态应该由什么来决定呢？

因为none was 是跟着后面这半句话的，而后面这半句话引用了以前发生的一个例子12million的这个例子，是过去的事情，所以用过去时

你的意思是因为带来12million immigrants 的那个wave是过去发生的事情
所以 was要用过去式？
