The proposed health care bill would increase goverment regulation of health insurance,establishing standards that would guatantee wider access to people with past health problems and to workers who are changing jobs that otherwise could be uncoverd for months. 划线部分问setablishing 到 otherwise，答案说 are changing 和could be uncoverd 并列。共同做定于从句的谓语动词。
我看了半天，怎么看不懂啊。请哪位前辈帮我分析一下。。小弟万分感谢啊。。。
最好是能翻译一下呀。。

to people 和to workers两个并列,establishing 是would increase 的伴随状语

被提议的医疗保障法案将会增加医疗保险的政府管理,建立涉及更广范围包括有病史的人们和换工作的工人(在没有没有保障的情况下福利会覆盖不到)的保障标准 .

我觉得翻译出来是这个意思,你从哪看来的,这句话看着眼熟.

还有不明白你写的中文,尤其"答案说"后面的.或许你可以把这个句子所在题完整的发上来.

我才开始看语法，一个题目要看5,6分钟。觉得自己语法好差啊。不过这几天还是找到点感觉了。。哎，
