GMAT语法全解的题，实在看不懂书上的解释了。求通俗的指教

答案是B~
我有3个疑问啊：
1、我觉得it没有指代呀？因为后面有个have allowed，所以我觉得就算是有指代也不能是单数。
2、为什么E错了呢？有什么致命伤吗
3、B里的完成时态是因为要和have allowed统一吗

1 it 指代 china
2 时态不对吧， for two decades, 是讲20年里怎么了，要么用过去，要么用完成，这里用个一般现在，很难理解啊
3 这个没有必要啊，用have 是说从实施严格定量和计划分配以来的结果，就是让人能怎么。。。
这样更符合逻辑啊

2. E里there is 和原句的感觉差太多了~
3. 我感觉"and"前后两个事儿看上去挺同步的，还是优先选完成时比较好

in /during 在GMAT里都要用完成时啊

there is 指的是一种自然现象存在 GMAT是很忌讳这个用法的

关于三点疑问的个人理解：
1。its应该是指代China，但是这个部分是个从句，和后面主句谓语的单复数没有必然联系，主句主语是stringent rationing and planned distribution，因此have allowed做谓语用复数。
2。E的时态不大对，本意是在过去20年没有什么提高，用现在时的there is，表达不出这个意思。另外，hardly作为副词，应该修饰increase的，但是这里的increase确是名词。
3。时态的问题，可能在A和B之间纠结。我的看法是并不是为了和have allowed进行形式上的统一，而是根据整句话的意思：尽管在过去20年，人均粮食产量没有什么显著的提高。。。后面是转折，这个地方根据句意，的确完成时表达更准确，而且，during/in本身的确要求了完成时态。

there is 没有表达出动作发出者是谁，可能不是china，故错。
